Try with the following on one line:
dbus-send --system --print-reply --dest=net.connman
/profile/default/ethernet_30385544957d_cable net.connman.Service.SetProperty
string:"IPv4.Configuration"
Still I don't know whether it'll work properly with dbus-send. Notice
also that org.moblin.connman was changed a while ago (last year?) to
net.connman. What version of ConnMan are you actually using?
