Do we really want to fix connman_device_schedule_scan/reset_scan_trigger
since it's going to disappear with my patch on autoscan I sent on
wednesday? (rebasing my patches is not a problem though)

Hi,
While doing something completely different, I noticed that ethernet
networks ended up being scanned. This is most likely related to
ethernets now having both favorite and autoconnect set.
Added checks for device driver scan functions and also device powered
property to prevent scans being incorrectly scheduled.
