this is fine as an initial problem solving.
However some VPN services (like OpenConnect) can survive a service level
change. For example OpenConnect can re-connect with the same cookie and
receive them same IP address back. So that a 3G -> WiFi handover will
not impact the VPN connection.
So as a future task, we might wanna be able to support this for certain
VPN connection types. And since we know that the IP stays the same, even
try to keep the VPN network device alive.
Sure, that was the intention anyway.
