ConnMan 1.19 has quite a lot of important fixes over 1.12, I for sure
would upgrade. Upgrading to a newer wpa_supplicant won't help with the
general issue, which is that the networks are expired from
wpa_supplicant in a few minutes and therefore also from ConnMan. What
will work better is wpa_supplicant in general, quite a few fixes have
gone in between 0.7.x and 2.0.
