I believe I found out the issue you are seeing. Could you try the
patchset called "Races when scanning and disabling/enabling wifi" that I
just sent to ConnMan ml and let me know if it indeed was the culprit.
I have tested the patchset you asked and could not reproduce that bug. Probably
