Applied. ConnMan now requests broadcasts replies on startup and at T2.
The messages sent at T1 may be eaten by the network element, but as T2
uses broadcast the issue is cleared. Maybe someone will actually notice
that DHCP packets are missing between T1 and T2 and fix said network
element...
