I think the passphrase is not getting set even with 1.21. The patch
"[PATCH] service: Allow setting a passphrase for provisioned WiFi EAP
services" should fix the issue. It doesn't apply cleanly to 1.21, but
the start of the function is the same so it should not be a problem for
you to fix 1.21 in the same way as upstream. Can you test to see if it
works after this?
Do notice that we've fixed bugs when re-asking the Agent to retry and to
get a valid passphrase in 1.25. Before that it constantly failed to
retry after the second attempt...
