I just got a reply from the wpa_supplicant mailing list on a question I had 
regarding the autoscan functionality.
The issue is that when connman tells wpa_supplicant to disconnect, the autoscan 
of wpa_supplicant does not start.
According to the response below from jouni Malinen, this is intended behavior.
Frankly, I was quite surprised by this behaviour.
This behaviour means that when the application does not trigger a scan or 
connman restarts the autoscan of wpa_supplicant, all networks will be removed 
after the timeout of wpa_supplicant.
Is this also the expected and intended behaviour from connman point of view?

Yes, if you disconnects it means you will not want to be connected until you will decide it.
Scanning means you might end up auto-connecting in ConnMan,
so it goes against the disconnection decision if you let the auto scan happening.
