No, we don't have any plans on taking this patch. The ConnMan Service
API is defined as presenting live and existing services that can be
connected to.

The use case of providing a list of all saved services for the UI is one
that I don't really understand. If it serves the purpose of removing old
unused services, a simple shell script that runs every once in a while
can do the job automatically. A sudden urge to update the home WiFi
passphrase when being on the other side of the globe does not really
convince me. So what exactly is the use case you are trying to implement
by having such a list exposed to a UI?

In the end it is much easier to stand next to the WiFi and type in the
new passphrase as there is an automatic feedback loop in the Agent API
where ConnMan will re-ask the passphrase until typed correctly. But the
best option of pre-installing a service when all details are known to
100% is to provision the service via a .config file.
