You ConnMan version is ancient. If possible try to upgrade the latest
and greatest version 1.28.

Also make sure that wpa_supplicant does not have
CONFIG_AUTOSCAN_EXPONENTIAL enabled, see this commit for more details

The latter service looks bogus.
