Is the USB NCM network a USB host or a gadget device?

Log of the above would help. But you'd need to use latest ConnMan
version 1.28. 1.23 is almost a year old with tons of fixes applied to
latest ConnMan. We're unfortunately not going to look too much into
fixing such an old version of ConnMan.

DefaultAutoConnectTechologies contains by default ethernet, so this need
normally not be touched.

If there already is a service connected, autoconnect won't connect more
services.
