I had a similar problem recently with connman + ofono recently with both Vodafone and O2 SIMs in the UK. The problem I was seeing is due to ofono auto-provisioning contexts from mobile-broadband-providers. This can fail if there are multiple providers configured for the same MCC/MNC which there are in the XML file.
