It can't and it's not supposed to. I don't see any use case where an
application needs to know about interfaces that are not configured. In
the worst case the interfaces won't be used during the application's
life cycle. For example an IP address is not known until one is assigned
by DHCP and a service with a static IP address might not be connected.
