I assume you connected via connmanctl agent or similar, and
that /var/lib/connman contains the directories with the saved settings.

ConnMan connects to the WiFi network with the best signal strength,
which happens to be dlink. No more connections are made, as ConnMan is
happy with a working uplink connection.

No. ConnMan selects the WiFi network with the best signal strength.

Never touch anything in that directory except the provisioning
