No. It is not possible. This is something managed at lower levels.

You can use the wpa_supplicant's configuration file. There, there is a
parameter named "country" which allows you to specify the ISO/IEC
alpha2 country code [1]. Take into account that some WiFi chips will
not allow you to use those channels.
