I added commit hooks which compile every patch I apply. Great way to
catch some of the bugs.

This seems to be originated from wpa_supplicant. From the version
numbers you provided in the subject you are running quite old version of
ConnMan and wpa_supplicant. Maybe you could try to update to newwer version.

Google tells me that is a common error message. It seems that
wpa_supplicant does not initialize libgcrypt correctly. e.g. see
https://github.com/s3fs-fuse/s3fs-fuse/issues/524
