I find a similar thing. If I reboot my router, connman never rejoins the
wifi SSID. I have to reboot or restart connman to get it to reconnect. I
thought that my php scripts may be interfering with it, but have noted this
behavior. I have not taken enough time to diagnose it, yet.

I have also seen the problem of WiFi not reconnecting until ConnMan is
restarted. For me, it happens after re-association to the same SSID
(performed automatically). After this happens, if the WiFi connection is
lost (AP is cycled), ConnMan does not detect any changes to the connected
service and continues to show that it is "Online", even when it isn't.
ConnMan never re-associates to the AP and can only be recovered by
restarting ConnMan.
I'm not sure if it is related, but I am running ConnMan with
SingleConnectedTechnology=true.
I also have been unable to figure out the root cause of the issue.

I am using iwd to manage the wireless side. Maybe that is it? I have not
tried with wpa_supplicant to see if it follows or not.
