Subject: [connman] failed to "list-network" when connmand is killed and
restarted

Hi, Marcel

When I tested connman-0.15, I found that connman can not list any networks when
connmand is killed and restarted. I have to do "iwlist wlan0 scan" first before
connman can "list networks". But I can not reproduce this issue on Cathy's
netbook. So I attached the log of connmand on my network. Please help to see if
there is anything wrong.

Here are my steps:
1. kill "connmand" and "connman-applet" in background.
2. start "connmand -d -n"
3. run "list-networks" --> no network was listed
4. "iwlist wlan0 scan" --> listed many networks
5. run "list-networks" --> many networks were listed this time.

Thanks,
jiajia
