hereby invite qualified companies to submit sealed tenders as follows:


Following the recommendations set at its 31st session in New Zealand, in
2007, the World Heritage Committee defined a series of benchmarks to
achieve a “Desired State of Conservation”, which would enable the removal
of the Cultural Landscape and Archaeological Remains of the Bamiyan Valley
from the List of World Heritage in Danger. Amongst these was “achieving an
adequate state of conservation of both the archaeological remains and
surviving mural paintings”. The main objective of this work is to conduct a
detailed assessment and design for the conservation of the site, including
the identification of priority intervention areas and the supervision
during the execution of the identified works. Conservation of
archaeological, historical and architectural remains at Shahr-e Gholghola
will be conducted with the aim of guaranteeing safety to visitors to the
site, bearing in mind visiting paths that are being developed, and based on
the existing archaeological and historical information. Conservation
interventions will follow the internationally recognised principles of
preservation of cultural significance, authenticity, integrity, and minimal
intervention. Within the original assumptions stated above and following a
comprehensive documentation and significance assessment, priority shall be
given to structures and decorative elements deemed at risk and in need of
emergency stabilization, with particular attention on roofless vernacular
architecture, earthen structures and stucco elements. The documentation
process will not only provide a basis for identification of structures and
surfaces in need of immediate intervention, but also as a tool for longer
term planning and protection of the site. Conservation measures, including
remedial, preventive, and protective interventions, will be defined,
prioritized and executed for those cases requiring immediate action, as
well as for any other structures and decorative elements found as a result
of the archaeological works that were conducted, having as guideline the
planned footpaths and any other structures that will be created to make the
site more accessible for visiting purposes.
