Hi, First of all, thanks for letting us know of this problem. Licio used to be a member of Brazilian Council, but left when a lot inactive in that role. We had several issues while he was on charge of being the ubuntu-br wiki server contact, and also other activities he used to be responsible for. So, we tried to contact him, as we usually do to everything that's outside our control, but we had no answer. Considering he has a history of not being responsive to our requests, causing tasks to be blocked, we decided, after a "timeout", to require the group ownership in Launchpad. The council had decided that all groups related to Ubuntu-br community should have the council team as its owner, which would be a solution to unresponsiveness of owners and the impossibility of adding new admins in case the old ones stop participating. All groups were contacted by mail and also directly to transfer the ownership, and only a few have not done so. We consider that the lack of response could be due one of the following: 1) The owner didn't read the mails sent to him; 2) The owner didn't consider our request; 3) Lack of interest, maybe? So, as Licio didn't answer, we requested the ownership through Launchpad itself [1], which was granted by Launchpad admins. This caused complains of his part, that claimed he wouldn't be recognized anymore if his name didn't show up in the team's page as the owner. We understand that what makes a person recognized in the community is the constant participation, therefore the risks of being stuck due to unresponsiveness overcame keeping the original founder as owner. We disagreed, and he left unpleased. About the website downtimes, we don't know about that domain problems, but we filed an RT [2] to investigate and will let him know as soon as we have an answer. We'd like to point that at any moment he contacted us directly to inform the issue. As I said before, we really care about communication and transparency, and we would really be happy if we could count on the team "admins". That measure was taken only envisioning to get things done, and don't stay blocked without a really blocker, we already have many.
