FWIW, CDK on RHEL uses the SCL-packaged Vagrant, so it would make sense to offer the plugins this way as well. Unfortunately, the CDK team currently asks that even users on RHEL install all plugins not from available RPMs but from the 'cdk.zip' file (so this is what the documentation recommends). So, it might be worth checking first whether the vagrant-sshfs plugin is going to be distributed in the ZIP file as well. If it is, the RPM might end up not being used (in the CDK use case).
