With 4GB RAM you should be able to run CDK. However you might not deploy good sized microservices based application as it would need more resources.

Am I right or can I continue? And if so, where are the instructions for a Non Redhat-OS?

Officially these are the platforms on which CDK is tested and supported . However I do not see any reason why you can not run it on Linux Mint. As long as you have a working Vagrant setup and you can install couple of Vagrant plugins you should be able to run CDK.
