The site must be updated, it's very old.
Why do you want to build Continuum? you can use a snapshot:
http://maven.zones.apache.org/~continuum/builds/trunk/
then, you can configure like descrived there:

I tried searching for the file filter.properties in the root checkout
directory but didn't find anything
