In this video

of "Northeast on Southwest" as danced at the 2012 Dance Flurry, with Susan
Petrick calling, the A1 part is danced (starting from Becket formation) as
Circle L 3/4
Pass through along
New neighbor swing
so I'd presume that's the way she wrote it. Of course it's possible that she
has changed her preference since then. It's also possible that she originally
had dancers find new neighbors by sliding left (or by looking on the left
diagonal) and changed her preference _before_ calling it at the 2012 Flurry.
Or maybe she varies the A1 according to which A1s occur in other dances in here
program for a particular event. Or <insert random speculation here>. But
absent further information from Susan herself or from people who have
seen/heard her all the dance more recently, I'm inclined to assume that the
"official" version of the A1 is as given above.
In these two videos with Will Mentor calling

https://www.youtube.com/watch?v=hZ_inj42ZDQ
dancers progress to new neighbors by sliding left before the circle instead of
by passing through along the set after the circle. The title line for the
latter has "by" instead of "on" in the name of the dance, but in the video
itself you can hear Will announcing the dance as "Northeast on Southwest."
