This is what I meant to do. When I originally filed the bug report, I didn't
think through where/when the template expansion needs to happen. The template
expansion needs to happens every time the settings to Samba are made, which
means workgroup-update.
I don't see any need to include these templates in post-upgrade or
bootstrap-console-save at this point. However, it certainly isn't going to
hurt to include these fragments in these other two events.
