This is not necessary if you follow the generally accepted practice of running
signal-event post-upgrade and signal-event reboot immediately after the SAIL
install. Our experience shows that this is sufficient to place the atrpms
structure into the correct ".d" sub-directory. However, we've only run the
install a few times ourselves so there may be corner-cases where the above may
not be true.
