According to bug 5404 this is not fixed. Looking at the code a little more it
seems that database migration is done in the template fragment, which should
have been done using migration scripts. A version check in this process seems
not to be working properly. I suggest a rewrite of this fragment according the
the instructions in the SME Server Developers Guide
(http://wiki.contribs.org/SME_Server:Documentation:Developers_Manual#Migrate_fragments)
