Yes, this is the normal behaviour: the bridge contrib is independant from
openvpn (as a service), but requires openvpn binary to create tap interfaces.
Event if it's installed, openvpn is not configured nor running. This may be
changed if someone provides a patch to replace openvpn invocation with tunctl
commands, but for now, I leave it as it is.
I don't think it's a big issue (only a few mega downloaded), so I close it as
wont fix
