I think the problem is that the directory /home/httpd/html/webftp/tmp should
bee owned by www.www and is owned by root.root

I then logged in the webftp and uploaded a file to the home directory for the
user account. worked OK.
I then atempted to download the same file ad i receive "Error downloading file"
on a blank white page.
