There is your problem.
dhcpd passes the filename of the program to boot (normally pxelinux or
variations for pxe booting).

tftp is probably working just fine, but PXE booting isn't. (try tftp <host>
from a linux workstation to check).
You need smeserver-thinclient to add the pxe boot part (ie. tell it what to
send to the workstation when it receives a boot request).
