If that is the problem, then why is yum not telling us that is the

sysstat is needed by (installed)
smeserver-sme7admin-1.1.1-16.el4.sme.noarch
Here is the detail:

So yum is not telling us the '< 5.1' information.

The maintainer of smeserver-sme7admin needs to release a version which
works with sysstat >= 5.1. If the current version does, as jgp reports,
then the version restriction should be removed from the dependency in
the contrib.
