OK.
/etc/dhcpd.conf was NOT getting expanded as part of the thinclient-conf event.
It is not defined in templates2expand, but I have a half-memory of the restart
of the services causing a template-expand, but that is obviously not happening.
Obvious fix is to add templates2expand/etc/dhcpd.conf (and this appears to
solve the issue).
The tftp-server contrib has the same issues and the tftp-conf event should
include templates2expand/etc/xinet.d/tftp, and I guess it also include a
services2adjust/xinetd=>restart, otherwise that updated config won't be read.
