smeserver-tftp-server does NOT use xinetd (although the required tftp-serever
package does install a xinetd.d/tftp config file).
tftpd is run as a service using udpsvd and the config file should be rebuilt
anytime the service is killed. It looks like it is all OK to me. Potentially
some other issue (e.g. conflict with SAIL's implementation of tftp).
I will ask on devinfo if this is still the correct way to run the tftp service.
