That is correct.
Any contrib that is installed by the user on the old server must be manually
reinstalled on the new server.
The correct procedure is:
Do a full backup on the old server.
Install a clean copy of SME operating system (OS) onto the new server hardware.
Perform the full restore from backup.
Note that database settings for contribs will be part of the backup/restore so
the contrib configuration & data is restored to the new server.
Manually reinstall contribs, checking to see if there are any compatibility
issues with the new OS, if so install the newer version of the contrib.
As the configuration data is restored, you should NOT need to setup those
reinstalled contribs again.
That has always been the case with sme server.
Note, Restore first then reinstall the contribs (not the other way around).
