The Wiki ( http://wiki.contribs.org/SME_Server:8.0 ) references this
functionality on two place:
"Fix require_resolvable_fromhost doesn't work"
"Enable qpsmtpd RequireResolvableFromHost plugin by default, remove database
entry and the database default value"
Based this, I think this now part of the core functionality and is active all
the time.
