There is another report about this issue in Bug #7924.

Updating a system with nfs support included fails due to missing dependency.
Error as below:
--> Missing Dependency: initscripts >= 8.45.43 is needed by package
1:nfs-utils-1.0.9-70.el5.i386 (base)
Using yum upgrade --skip-broken works, but skips updating nfs-utils.
Reopening this ticket and moving to contribs section of the tracker
