On a SME 8 bandwidthd install OK but on SME9 x86_64 parts fail to install. In
the /var/www/bandwidthd directory there is only the htdocs directory with 2
small jpg files. Also missing is the phphtdocs directory completely.
On Sme8 it contains

Also the database was not generated.
I suspect these are not SME errors but bandwidthd for x86_64 is suspect.
putting a copy of the files onboard got past the permission issue but then had
DB errors.
