This is also the case for gateway.cfg, you need to disable option
ssl_enalble_v2 and add these lines:
ssl_protocols = !SSLv2 !SSLv3
ssl_ciphers =

You also need to do the same for ical.cfg
I simply edit the templates, expand them and start the components manually to
test they work and then restart my server to get everything to start properly.
