For what its worth, comment 7 was attempting to state that the underlying
problem can't be that its turned off in the config because the feature is
supposed to be always on in SME 8+.
The actual issue may still exist (I can't do a good test now because we have
since added a third-party spam filtering service that sits in front of the
server).
