My proposals are
* Remove the whitelist enabled (already forced to yes in the code)
* Add a blacklist admin menu where we could enable RHSBL and DNSBL
* Add a either a 'textarea' (like qpsmtpd badhelo) or more simply a 'text' box
to modify the list of RHSBL and DNSBL (in the new blaklist admin menu)
what more ?
