Today I have finally upgraded a first SME8 server to SME9 - and ran in exactly
the same problem that Lloyd has reported.

My searches on the web were not as successful as Lloyd's to find the
workaround. Once I turned over here, I was happy to see (and can confirm) that
this workaround does the trick for the current version(s). 

rpm -qa | grep openvp
smeserver-openvpn-s2s-0.2-5.el6.sme.noarch
openvpn-2.3.10-1.el6.x86_64

Error in the openvpn logs was:

Mon Feb  8 07:39:14 2016 RAND_bytes() failed
Mon Feb  8 07:39:14 2016 Assertion failed at crypto.c:1386 (rand_bytes (output,
len))
Mon Feb  8 07:39:14 2016 Exiting due to fatal error
Mon Feb  8 07:39:14 2016 Closing TUN/TAP interface
... cut ...

Interesting, these log entries seem to be generated with UTC/GMT timestamps
(this is my first SME9 installation). The openvpn logs on the other end (still
SME8 are in correct NZ time).
