Bug 9043 set the correct values for 3 config parameters.
I now need a migrate fragment to set these to the new defaults, if they are
currently set to the wrong ones.
tftpd.privilege "r" => "ro"
tftpd.timeout "normal" => "default"
tftpd.user "root" => "nobody"
