the actual problem is that the vacation message should handle the encoding to
select based on the current language.


normally everybody should have switch to utf8 since the bug has been reported,
but I guess a lot of people still have this occurring, event our French server
version  currently has a lot of iso encoded files....


to verify this you need to actually install a SME server in hebrew (and any non
utf8 languages and check that the message display as it is in pootle, and does
not give any undesired characters.

I suspect it is the case at least in sme 7 and sme 8 ( which might give a won'T
fix, unless this is also the case in SME9 then should be fix for sme9 and
backported if you have the heart)
