you messed something in dependencies, the correct command line is
/sbin/e-smith/db yum_repositories set remi repository \

GPGCheck yes \
GPGKey http://rpms.famillecollet.com/RPM-GPG-KEY-remi \

Exclude mysql*,php-* \
status disabled
yum install smeserver-php-scl --enablerepo=smecontribs,remi,epel
think to activate epel also
