Ahhh.... I think you might need this:
config setprop letsencrypt ACCEPT_TERMS yes
expand-template /etc/dehydrated/config
dehydrated -c -x

There should be a note put in the wiki.
I'm not sure why it would fail without accept terms - it used to pop up a
notice asking you to accept them
