There is a template fragment in e-smith-base:
/etc/e-smith/templates/etc/xinetd.conf/10defaults
this is not expanded unless you install smeserver-xinetd as it is not triggered
with any event.
I suggest to either remove it from this rpm, or at very least decompose it to
allow to populate the default section with a different rpm ie,
smeserver-xinetd.
