first than for your work

the file you refer is part of fail2ban,not smeserver-fail2ban

# rpm -qf /etc/fail2ban/filter.d/apache-badbots.conf 
fail2ban-0.9.6-1.el6.1.noarch

either you report this to epel to get the rpm updated

or

we can either use:
1- a new filtername :  apache-badbotsPR2259.conf
2- a local configuration : put everything in a apache-badbots.local file
3- template the filter


the first has the disadvantage to diverge from the original, but seems the
easier approach
the second might erase a local admin already installed rules
the third might be a little overkill for a file not needing frequent changes.
