OK, if you look at the code you can see that if qos is enabled this will
generate a file called:

/etc/rc.d/init.d/qos

This generates tables in iptables.

You should also have a panel in the server-manager.

I guess the first thing is to check that it is enabled:

config show qos

Check the qos init file exists.

Beyond that set the values in the web panel and save. You should see them in
the config item above.

Check your logs for any errors expanding the templates.

Please note a few things.

SME v10 comes with systemd. init scripts should still function but the move is
towards unit files.

Iptables will be replaced in due course. Look like firewalld and nftables. No
idea on time scale here.

Server-manager is in the process of being rewritten in Perl Mojolicious.

So I have no idea if this will be made SME 10 compatible - he who gets involved
gets things fixed.....
