I was able to get Nextcloud to use PHP73 using these steps:
1. create php73 templates and events, and install missing php73 modules:

2. copy the opcache settings from php72 and grab php73-php-gmp

3. update /usr/bin/OCC to use php73
sed -i 's/php72/php73/' /usr/bin/OCC
