systemctl is-enabled NetworkManager-wait-online.service
systemd-networkd-wait-online.service
None is found so maybe add to /usr/lib/systemd/system/arpwatch.service
[Service]
ExecStartPre=/bin/sleep 30
after reboot arpwatch.service is active
